Make in India as a Structural Requirement

"Make in India" means manufacturing or final assembly occurs in India, not just importing and rebranding. On the tenders that carry a domestic-content clause, this is a gate that cannot be bypassed. Vendors that import finished goods and relabel them do not qualify.

Local Manufacture and Service Infrastructure

Beyond manufacturing, procurement requires that vendors have local technical capacity: ability to service equipment in-country, understanding of supply chains, and demonstrated capability in similar systems. The procurement officer is assessing whether this vendor can actually support the deployed solution long-term, or whether they're a pass-through.

Environmental and Operational Certification

Submitted hardware must have been tested under conditions it will face: temperature ranges, humidity extremes, vibration load, duty cycles. "Rated to these specs" is different from "tested and certified to these conditions in a documented process."

Eligibility as a Domestic Supplier on Sensitive Tenders

Becoming an approved vendor on sensitive procurements is a process, not a logo on the box. The process is structured to verify that a vendor can meet security, quality, and delivery requirements over a multi-year contract. It takes time and structured engagement.

The common thread: procurement officers are managing risk over years, not evaluating features for a pilot. Domestic content, local service, tested hardware, and demonstrated vendor capacity are the structural requirements that determine eligibility.
